                   Your telegram No, 933; Bahrain. Situation.
                   After further involved negotiations the Ruler held another
              meeting with representatives of Popular [sic] Committee on
              October 27 at which he announced agreement to committees for
              health and education being""indepondont", i.o, presumably to
               their independent administrating the funds allocated to those
              departments and agreed that whon a penal code had been worked
              out foreign experts should bo brought in to train local- judges.
              As a result tension has been greatly reduced and no demonstra^
               tions are expected. The only disturbing feature in the’longer
               term is that the dommittees may facilitate the entry of
              Egyptian technicians in replacement of British,
