Wo, Sul mail bin Hainud al Khali Pah, the Ruler oP Bahrain and its
dependencies licreby let the people know that we have ordered for the

execution of' the followings

1. Establisluncnt of an Education Council. Our Government will
appoint a hulf of its members and the other half will be freely elected

by the people.
2. Eutablisliment of a Health Council. Our Government will appoint

a half of its members and the other half will be freely elected by the
people.

3.. Establisluncnt of Municipal Councils. Half of its members will be
appointed by our Government and the other half will be freely elected by
the people.

As regards the penal code, we have U3ked for an expert in Law to
study it and to report to us on whut it is contravening the Sharia.

Our wish is always for general reforms und anything which brings
welfare and prosperity to our country and people.
