As is well known Her Majesty's Government
have always taken a keen interest in everything

that concerns the welfare and prosperity of
Bahrain. They noted with worm approval the
measures announced by Your Highness in the
Ordinance of July 15. Your Highness has now been
good enough to discuss with tho Political Agent
and myself the problems which have arisen in the
internal affairs of Bahrain for which Your Highness
is responsible. I, therefore, wish to inform Your
Highness that it is the advice of Her Majesty's
Government that Your Highness should appoint a
small committee of persons chosen by you, whose

task it would be to hear the views of members of
the public on matters affecting their well-being.
When they had heard these views the committee would
report to Your Highness and decisions could be
/taken
