Sir,
I have the honour to submit a report on

the discussions which I Hbld at Riyadh with the
Saudi Arabian Government from April 9 to 12
concerning the execution aif the Buraimi arbitration
agreement, the sea-bed frontier between Bahrain
and Saudi Arabia, the sovereignty over islands
claimed by Kuwait and Saudi Arabia, the issue
of a proclamation regarding the sea-bod of the
Kuwait/Saudi N3utral Zone and tho determination of
tho frontiers of that zono. I have thought it bost
to report on those matters in a singlo despatch

in order to show the manner in which the talks
developed as a whole and because in tho end an
attempt was made on tho Saudi side to bring all
these matters togother in a single balance-sheet.
