          •  Responsible for the overall management of the CAO Budget & Analysis Division, including the development

             of  both  administrative  and  fiscal  policy  recommendations,  budget  preparation,  financial  reports  and
             guidance  to  county  departments;  ongoing  budget  coordination,  revision  and  monitoring  activities;
             management and research; review and approval of Board items.
          •  Restructured  reporting  and  oversight  both  fiscally  and  administratively  of  County  Hospital,  which  has

             resulted in precise financial reporting and fostered organizational confidence in fiscal reports from both a
             policy and financial perspective.
          •  Instrumental in the County Hospital turn-around taking the operations from an annual loss exceeding $24
             million to an annual profit consistently over the last decade.
          •  Streamlined  County  fiscal  reporting  cycle  connecting  end  of  year  results,  current  budgets,  and  forecasts

             insuring  transparency  and  a  solid  foundation  from  which  elected  representatives  can  make  strategic
             decisions.
          •  Built  a  competent  team  of  Analysts,  Finance  Mangers  and  support  staff  through  training,  modeling,
             delegation and inspection of results.
          •  Instituted new strategic financial policies such as pre-funding of Other Post Employee Benefits, designation
             policy  for  termination  benefits,  allocation  methodology  for  funding  A-87  exempted  liabilities,  and  self-
             insurance policy and funding guidelines.
          •  Played a pivotal role in the County achieving an A3 rating from Moody's Investors Service with a "positive"
             outlook, and an AA from Standard & Poor’s. S&P cited the County’s strong management practices, including
             its "detailed three-year forecasting model, annually updated capital plans, and quarterly analytical reports
             on financial and investment performance."
