• Developed and implemented the business plan for assumption of all levels of indigent defense for the County
of Monterey. Effective cost control management and implementation provided the County with a 30%
reduction in the cost of operations within one year with no service level reduction.

allowed the department to manage through two years of budget reductions without a resulting service level
reduction.
