Duties and Responsibilities
Approximately 140 Employees and Operating Budget of $47,500,000
Parks and Open Space comprising over 100 acres, including neighborhood mini-parks, public
gardens, play grounds, community centers and historic Greystone Mansion
Part of the Real Estate team for property acquisition, disposition and valuation, lease negotiations, City
infrastructure Capital Improvement Projects (City Buildings and Property)
Over 9100 parking spaces in 19 facilities and 2700 parking meters throughout the City
Oversight of over 3.2 million square feet of building space in approximately 70 facilities, 60
Elevators and Escalators, HVAC and Life Safety Equipment; Over 400 Pieces of Fleet Equipment
(including light, medium and heavy duty vehicles and public safety up-fitting)
Support department divisions of Engineering – including Streets, Street Lighting, Signals, Paint and
Signage and Right-of-Way CIPs, Project Administration (City Facility CIPs), Utilities – including Water,
Wastewater, Storm Water and Solid Waste, and Administrative Support – including Purchasing,
Customer Service, Administrative Assistance and Management Analytics
Support and peer review of Community Development programs and processes collaborating with
Public Works for developments – In-lieu parking, development agreements, and conditions of approval
Ensure the City is meeting and exceeding the expectations of residents, visitors,
businesses, employees and other customers within the division and department
Coordinated agendas, meetings, goals and objectives of the Public Works Commission by
providing staff oversight of the meeting and support to the Chair and Vice Chair of the Commission
as the staff Liaison to this Commission
Recommend, present and respond to five-member City Council and Council appointed five-member
Commissions (Public Works and Traffic & Parking Commissions), community groups, NGOs,
professional organizations, JPAs, and intergovernmental agencies and committees
Responsible and accountable for the goals, objectives, policies, procedures and priorities of
the department and operating division(s) of Public Works
Leadership and management of the selection, training, development retention and performance of a
diverse working unit, including six municipal bargaining groups which include classified service,
exempt, confidential, management, supervisory and part-time classifications
Strategic planning for division, department and general City programs, including budget, fees and
charges, operations, new facility construction, new program development, and customer service
delivery
Achievements
Led negotiations for the following:
Purchase of real estate (commercial and residential) for new water production and tenant properties
Lease of City/Authority owned restaurant/retail and office space, including leasing agent negotiations
Lease of community park concession stand
Lease of Water Utility property to neighboring jurisdiction for Public Parking Revenue Share
Implementation of service request, work order and asset management system for Public Works
Opening of the City’s first dog park from bid to grand opening in 4 months
Initiated and completed a staffing and performance analysis of Park Services Division – Metric based
staffing
Negotiated with Municipal Association (MOU) to transition City employee work to service contracts
Installation of space monitoring systems in public parking areas
Integrating parking reservations/sales with ticket sales with regional preforming arts center partner
Three Strategic reorganizations of the Public Works Department (and former Capital Assets Dept)
Assisted and implemented multi-departmental work group transitions and reorganizations
