                 Parking Services Manager
                 Duties and Responsibilities
                      Approximately 15 Employees and Operating Budget of $10,000,000
                      Administrative direction of the City's parking programs, including enforcement, revenue
                   collection, parking permits, customer issues, billing, equipment and structure maintenance.
                      Initiate, develop, and implement Parking Division goals, objectives, polices, procedures and
                   priorities to ensure a coordinated parking system.
                      Participate in the analysis of current parking operations and program coordination, and
                   implement change that supports the strategic direction and plans of parking operations.
                      Maintain ten-year financial model for parking operations, including preparation of alternative
                   revenue sources to meet future capital and operation needs, and annual budgets
                      Recommend fines, fees and rates for approval by the City Council.
                      Coordinate efforts with Public Works Dept. regarding on-street traffic issues.
                      Recommend and administer revenue control equipment and operation policies and procedures
                   relating to on/off street parking operations.
                      Prepare recommendations on City codes, ordinances, resolutions and their amendments relating
                   to on/off street parking for approval by the City Council.
                      Serve as liaison for the City in intergovernmental relations, community groups and City
                   staff committees on issues related to parking programs.
                      Respond to and resolve resident and business inquires and complaints regarding parking
                   issues and problems.
                      Represent and make presentations regarding parking programs before the City Council,
                   community groups and professional organizations.
                      Direct field surveys and perform analysis of survey reports.


                 Achievements
                      Developed specifications, negotiated the purchase, and managed the installation of the following
                   new parking equipment:
                            Parking Access and Revenue Control Equipment
                                 Implement use of credit cards to enter and exit facility without tickets
                                 Centralized Cashiering and Pay-on-Foot Stations
                                 Issued debit cards for regular customers
                                 Created a validation program for local businesses, events, and City vendors
                                 Created accounts with multiple monthly cards for use at different times/days at
                               reduced rate in order to oversell parking areas
                            Converted five long term metered facilities to Pay-by-Space equipment, allowing for credit
                          card use, bill acceptance, receipts and change for customers
                            Transition to electronic parking meters and installed meter pole sleeves in the
                          central downtown area, complimenting the sidewalk and street lighting
                          improvement projects
                      Designed and implemented a counting room for Parking Division revenues
                            Using commercial coin and currency counters, improved deposits and coin bagging to meet
                            Federal Reserve standards, reducing contracted transporting costs by 50% meet
                            Collaborated with other City departments to provide access to parking assets for use in
                          cash collections and auditing processes across City operations
                      Functional review and transition planning for the construction of a new 400 space parking structure
                            Found, developed, and negotiated lease agreement for short and long-term lease of
                          parking property during the transition process.  Lot remained open after completion of
                          construction
                            Created and implemented a marketing program for contract monthly parking
