liberalization of energy, it was compulsory to separate the
GRD (Gestion du Réseau de Distribution) activity from the energy
distribution activity. ALG kept the GRD part, but could no
longer be an energy distributor, as companies such as Engie,
Luminus, etc. have become.…
The direct consequence of this new European law was
that bodies such as CREG at federal level and CWaPE at

regional level needed the most realistic budget forecasts
possible.
In practice, the accounting software they'd been using for
many years didn't have a budget accounting module, and it
was virtually impossible to develop it within the given
timeframe.
Returning to the question of duplication, I replied that this
could be done, but without any certainty that we would be
able to extract the elements required to set up real budgetary
accounting. On the other hand, it seemed more appropriate
to group all accounting on HI-Account, as all the modules
were linked together, guaranteeing the coherence of the
information system.
This approach was approved and a real project began in
June 2006, ending in August 2012. During this 6-year
period, there were constant changes in European, Belgian
and Walloon regulations.
