a leader in the NFB student division. When asked to help out he
always remarked with the same reply, “Sure!”
Participation in various NFB programs allowed Harley to acquire
and develop the skills that he was well noted for, intellectually and
socially. Harley gained positive self-confidence through his many
speaking opportunities within NFB. His speeches were often about
what he experienced at the programs he attended.

Every year at the NFB of Texas state convention in November, or
the TABS (Texas Association of Blind Students) and TPOBC (Texas
Parents of Blind Children) convention in April, he was asked to
present something to the parent's group or the general session. He
spoke with authority about experiences concerning an NFB program
he attended or promoting some technology affecting the blind.
Often when he spoke to parents' groups, it was to explain to newer
parents about training available to their kids. Often, parents who have
learned that their children are blind need assurance that their kids will
be able to function independently. Harley's job was to show them
what could be accomplished. People were amazed that Harley knew
