                          TERMS OF REFERENCE OF CAMPUS/COLLEGE OFFICIALS

                       1.  Director / Coordinator / In-Charge for Administrative and Finance
                          Services

                              a.  Supervise and direct the daily activities of the following offices
                                 i. Supply and procurement
                                 ii. Internal Audit
                                 iii. Human Resource Management
                                 iv. Cashier
                                 v. Budget
                                 vi. Accounting
                              b.  Develop, formulate and implement programs and projects that are
                                 administrative in nature fiscal matters;
                              c.  Prepare consolidate and review annual budget, supplemental and
                                 special budgets;
                              d.  Mange and supervise the preparation, allocation and disbursement
                                 of budget in accordance with the existing laws, rules and
                                 regulations;
                              e.  Monitor disbursement of approved agency budget;
                              f.  Prepare financial plan for Fund 164 for BOR approval;
                              g.  Prepare and submit financial reports to concerned offices;
                              h.  Follow up request for budget like NOSCA, NCA, SARO, etc.
                              i.  Formulate, recommend and implement policies and guidelines in
                                 the areas of human resource management in accordance with CSC
                                 rules and Regulations.
                              j.  Administer the position classification and compensation system
                                 prescribed by DBM, and other employees welfare programs;
                              k.  Implement standard performance evaluation system and employees
                                 recognition programs;
                              l.  Prepare and review the appointments of campus personnel;
                              m. Act as “Billion Action Person” in the campus following CSC Memo
                                 No. 3 s. 1994;
                              n.  Act as Vice Chairman of the Campus Promotion and Selection
                                 Board (PSB);
                              o.  Act as Chairman of the Campus Grievance Committee;
                              p.  Supervise the preparation of annual reports of Administrative and
                                 Finance Services; and
                              q.  Perform other functions as may be assigned by higher authorities.
