Update:

1. The ATPA Committee has held two meetings:
May 21 2020 – Please see attached minutes
June 30 2020 – Please see attached draft minutes

2. Colorado’s Cloud Data Sharing Update:

Colorado ATPA funded a project to improve the Colorado Stolen Vehicle Database Repository and
has moved their server based system to a cloud technology. This project was completed at the end of
June 2020. Currently the project is in development for analytical improvements using real time data
reported from the Colorado Crime Information System. The scope of the project provides an
infrastructure for analysis and reporting of stolen and recovered vehicles. Once the next phase of
this project is completed, it will allow other state law enforcement entities to utilize the
infrastructure.

3. PAUSED - Auto Theft Investigation Leadership Development Working Group:

At the beginning of this year we had great expectations for this ATPA sub-committee. During our pilot
meeting we had over 35 people attend our call… which demonstrated the great interest and urgent
need for this task. The challenge to continue has been the leadership resources to chair this working
group as it is not an easy lift. We have recently had some offers to assist and are exploring them but
the process takes time and during these “crazy days” forward motion just plain slow.

4. Virginia State Patrol HEAT new ATPA Member/Contact – First Sergeant Keeli Hill

First Sergeant Hill is replacing our previous state contact.

5. Sub-Committee Reports:
a. Performance Measurement Matrix Working Group- Previously called the “ATPA Reporting Matrix
for Funding” – See attached report
