12. Applicants shall be ranked based on the following factors:
a. Qualifications based on NBC 461 CCE points (50% of 200 pts.) 100 pts.
b. Panel Interview that determines the applicant’s potential,
personality traits and psycho-social attributes 15 pts.

- Students 10 pts.
- Subject Specialists 15 pts.
- Professional Education Representatives 10 pts.

Note: In order to be considered, an applicant must obtain at least 65 points. If no applicant meets the minimum point
requirement, failure of screening shall be declared and re-advertisement shall be made of the needed
degree/specialization to attract new qualified applicants.
13. Recruitment should be able to attract applicants who are graduates of prestigious academic institutions, (particularly
those of recognized standing like UP, UST, Ateneo, De La Salle, including ISU honor graduates and/or Licensure Examination
Topnotchers, but they must, however, meet the required qualifications and minimum points.)
14. An appropriate PRC License is required of applicants in disciplines requiring licensure examinations.
15. Recruited faculty will undergo a one (1) semester to one (1) year probationary period.
16. Only recruited faculty members with at least a master’s degree will be given permanent appointments. A recruited faculty
member with no master’s degree will be given a contractual appointment and will finish the master’s degree within the
defined prescriptive period.
COMPOSITION & FUNCTIONS OF THE CAMPUS FACULTY SELECTION & PROMOTIONS COMMITTEE (CFSPC) &
UNIVERSITY FACULTY SELECTION & PROMOTIONS BOARD (UFSPB)
A. Campus Faculty Selection and Promotions Committee (CFSPC):
1. The Campus Director for ARA as Chairman;
2. Dean of the College where the vacancy exists;
3. President of the CSC-accredited Faculty Association;
4. Department Chair to which the appointee will be assigned;
5. Subject Specialist/Ranking Faculty Member with the same or related discipline as the field being recruited; and
6. Campus HRMO as Secretariat.
Functions and Duties of the CFSPC:
1. The CFSPC shall implement the faculty recruitment policies and guidelines as approved by the Board of Regents.
2. The CFSPC shall maintain fairness and impartiality in the assessment of faculty candidates for appointment and/or
promotion.
3. The CFSPC shall act on request for reconsideration and/or complaints filed pertaining to recruitment and/or promotion.
4. The CFSPC shall continuously review the policies and guidelines on faculty recruitment and promotion in consonance
with existing Civil Service Law and Rules and propose amendments whenever necessary.
5. The CFSPC shall conduct personal interview and thorough evaluation of the documents submitted by the applicants
and review the result of evaluation conducted by the Campus Evaluation Committee (NBC 461).
6. The CFSPC shall make a systematic assessment of the competence and qualifications of candidates for appointment to
the corresponding level or positions evaluate and deliberate en banc the qualifications of those listed in the selection line-
up.
7. Prepare the Summary of Evaluation and Ranking and submit it to the Office of the President through the University
Faculty Selection & Promotions Board.
