What is the scope and objective of the Central Inspection System (CIS)?
The States should develop and implement a Central Inspection system (integrated risk based
shared inspection system) covering Labour, Factories and Boilers, Legal Metrology, State Pollution
Control Board of the State. In this context, inspections refer to periodic compliance inspections
under various Acts and rules. The Central Inspection System (CIS) shall be responsible for
inspections whereby inspectorates will directly report online in the system to synchronize Joint
inspections.
What are the key benefits of the Central Inspection System framework?
The key benefits of the CIS Framework are:
• A central inspection system will streamline the inspection procedures in the
States/UTs
• It will ensure timely and synchronized inspections
• It will bring clarity in inspections, its frequency and reduce duplications
• It will enable Unified review of information from past inspections & compliance
Which Acts are required to be covered under the Central Inspection System (CIS)?
Following Acts are to be included under Central Inspection Framework:
Labour, Factories & Boilers:
i. The Equal Remuneration Act, 1976,
ii. The Minimum Wages Act, 1948
iii. The Shops and Establishments Act
iv. The Payment of Bonus Act, 1965
v. The Payment of Wages Act, 1936
vi. The Payment of Gratuity Act, 1972
vii. The Contract Labour (Regulation and Abolition) Act, 1970
viii. The Factories Act, 1948
ix. Legal Metrology Act, 2009 and Rules
x. Indian Boilers Act 1923

xi. The Water (Prevention and Control of Pollution) Act, 1974
