Would the questionnaire be shared by DPIIT with States/ 21 UTs in advance?
The questionnaire will be shared with the State/UT only after the results are declared.
No request for sharing the questionnaire before the completion survey will be obliged,
to maintain the sanctity of the process.

What is the formula for calculating overall score of the State/ UT?
The overall score of the State/UT will be decided by the following formula:
                              Percentage of implementation =
                              {(Total feedback marks obtained+ NA1 marks) x 100} /
                              (Maximum marks- NA2 marks)

What is the rule for calculating marks on an implemented reform?
If less than 70% survey respondents from the sample size inform that they do not see
the Action Point in actual implementation, no marks will be awarded for the same. If
more than 70% survey respondents state that the reform is implemented, full marks
                   will be awarded.

Whether there will be only one single ranking of States/ UTs or there will be
categorization of States/ UTs based on various factors for ranking?
There will be one uniform ranking of States and UTs in line with previous ranking
exercises. In addition to that, area and category wise rankings will also be undertaken
under SRAP-2020. Please refer to the Assessment and Ranking methodology of State
Reforms Action Plan- 2020 shared by DPIIT with all States/ UTs vide D.O. letter no. P-
                              25020/6/2020-EODB Section-Part(1), dated 15th October 2020.

There may a scenario, where at the time of evidence submission, a reform is
submitted as 'Yes' and subsequently during the user data submission stage, there
are less than 20 users. In such cases, can the State/ UT change their submission
                   from 'Yes' to 'Na2'?

In such a scenario, State/UT's submission would change from 'Yes’ to 'NA2'.
