21.4 Bench, Floor Mounted Buffing and Hand Held Grinding Machines (abrasive
wheels)
The setting to work, use of, and construction of abrasive wheels is governed by the ‘Provision
and Use of Work Equipment Regulations 1998’.
• Only persons who have been trained and appointed are permitted to mount certain
classes of abrasive wheels. No person shall mount any abrasive wheel unless they
have been suitably trained and are competent. They must also be appointed by the
managing director by signed and dated entry in the register (F2346), or by signed and
dated certificate attached to the register and a copy of the appointment has been given
to the appointed person.
• The Managing Director will arrange suitable training of persons required to be
appointed. It is the managing director’s responsibility to sign the Certificates of
Appointment and to maintain the Register. Course attendance certificates are not
“Certificates of Appointment”.
• The Managing Director, and Foreman are to ensure that all abrasive wheels are
checked regularly, all necessary maintenance is promptly undertaken and unsafe
machines are immediately and effectively taken out of service. Equally no person is to
tamper with any abrasive wheel, in particular by removing guards or adjusting operating
speeds.
• Grinding machines are only to be used by employees who have received the appropriate
training.
• Before grinding, the operator is to ensure that the emergency stop device is functioning
correctly.
• Goggles/safety glasses or full-face shields Grade I with the CE mark MUST be worn on
machines that have mandatory eye protection notices displayed.
• The competent person is to ensure the Grinding Wheel is in good condition without
chipped edges or worn centres. Any irregularities are to be reported to the Managing
Director or Foreman. Where a guard is fitted for use by the operator the safety guard is
to be used.
• Anvils (Tool Rests) are to be set no more than 2mm from the wheel face.
• Grinding is only to take place on the wheel face and NOT on the side unless the equipment
is specifically designed for that purpose.
• The maximum permissible speed in revolutions per minute (r/min) specified by
manufacturers must be marked on every abrasive wheel larger than 55mm in diameter.
Smaller wheels than 55mm must have maximum permissible speed in r/min stated on a
poster in a position where it can easily be read and all operators must be aware of its
location.
• The wheel is to be allowed to achieve maximum speed before use and allowed to slow
down under its own momentum.
• Abrasive wheel Notices will be displayed at or close to each grinding machine.
• Any damage to the machine or guard, vibration, or excessive anvil gap is to be reported
immediately and taken out of service.
