Dr. Tom Mijares retired from the Detroit Police Department where he served the majority of his
career on the Special Response Team as a sergeant. He has been on the faculty in the School of
Criminal Justice at Texas State University since 1990 and has served on the Training Advisory Board
of the Texas Tactical Police Officers Association since 1994. He has provided training for members of
the clergy seeking to be police chaplains through Concordia Lutheran Seminary in St. Louis, Missouri.
Dr. Joseph D. Macri is a former sworn Detroit Probation Officer. He has served on the Graduate
School Faculty at the University of Detroit, as the Superintendent of the Oakland Police Academy,, and
as the Director of Public Safety and Campus Police for the Oakland County Community College
District. In Michigan. He currently teaches Homeland Security and Intelligence courses at Oakland
University in Rochester, Michigan.
