     One owner brought an idea before the Board to consider – He suggested that the Board or Com-
     mittee consider allowing exterior modifications like stacked rock on pillars.  In his opinion, these
     types of architectural changes would update and make Desert Horizons more appealing to new buy-
     ers.


     President Shepard thanked the Long-Range Planning Committee members who began discussing
     planning for future changes to our aging infrastructure.  Surveys and sub committees would meet
     with professional consultants.  The consultant’s cost would be split between the Country Club and

     HOA.

     Treasurer’s Report from Dick Frankel noted that the association saved $175,000 in water cost this
     year. Therefore, the association was able to forward $50,000 to pay down the water conversion
     loan.


     The Architectural Committee Chair, Nancy Crosby discussed the reaction to new paint colors as we
     start re-painting the community with our in-house painters.


     Maintenance Committee Chair Dan Gardner reported that the committee was still working on solv-
     ing the problem of repairs needed for the 20 HOA pools.

     Security Chair, Lee Simpson reported that his committee’s monthly review of the Security Reports

     and the requests for service from the owners with key calls, gate entries and passes issued.  Chair-
     man Simpson said that complaints about speeding had slowed once the Speed Minder was in-
     stalled.  He suggested that as the committee and Board were working toward establishing a system
     of warnings and eventually fines if the speeding issues were reported again.


     Pool Committee – President Shepard reminded the Board that a plan must be presented to the
     County of Riverside, by April.  The Board discussed a recent report from a consultant that would
     make it easier to secure bids if the community decided to repair the closed pools and the currently
     operating pools.
     After discussion, the Board decided to use the estimated cost of $1.3M to repair the 10 closed pools
     and put the remaining money into the pool reserves as all or most all 20 pools need re-plastering.
     A ballot would go out to the owners asking them to approve a $2550 assessment if they agree that
     they want to restore the pools in the face of a County of Riverside order that they would force the

     association to remove the closed pools if the owners chose not to restore them.

     Management Report - Work orders were reported as received during the month of February. Gen-
     eral Manager, Bennett reported on the progress in collecting the Stale Dated Warrants from the

     County.
