FROM THE RAFINO PRESIDENT
Greetings to all FCA Members and Spouses!
After a very successful Finance Corps Regimental Ball event and a great
Finance and Comptroller School Change of Commandant Ceremony, the
Finance Corps continues to be strong and relevant in the US Army. RAFINO
salutes FCA members and active-duty Finance Corps soldiers for continuing
these traditions in addition to accomplishing the daily Finance and
Comptroller missions around the world.
Charleston! Charleston! Charleston! VP for Reunions, John Veal, has set
the calendar for the 2024 Reunion. October 15th is the early-bird check-in, COL (R) Kelly
and the end of Reunion Banquet will take place on the evening of October
19th. We hope to get out the Checkout will be Sunday morning on October 20th. John will send
out the official “Save the Date” email with preliminary information about lodging and events
sometime during the 4th Quarter 2023. Our working title Theme for the 2024 Reunion continues to
be “The Army Finance Corps down through the Years.”
I intend to invite “retirement-eligible” Finance and Comptroller soldiers with at least 20 years of
service to the 2024 Reunion. These soldiers are defined as Active Duty, Reserve, and National
Guard E-8s through E-9s who are not members of RAFINO; and O-5s through O-9s who are not
members of RAFINO. They will pay the non-member registration fees that will be changed to
member registration fees if they join RAFINO during the Reunion event.
I have also received commitments from BG Paige Jennings, Commander of USA Financial
Management Command; BG Rebecca McElwain, Director of Operations and Support, ASA (FM&C);
and COL Michelle Williams, Commandant of the USA Finance & Comptroller School to participate

in a Finance Corps 2030 Workshop that will be held during the Reunion. A lot of changes have
occurred since most of the RAFINO membership retired, and the workshop will bring us up to date
on the Army wartime and peacetime missions of the reorganized Finance Corps.
Membership Drive. RAFINO is encouraging “retirement-eligible” Finance Corps Non-
Commissioned Officers and Commissioned Officers in the Active Army, Reserves, and National
Guard to consider joining RAFINO. Retirement-eligible Finance Corps soldiers are defined as
E8s/above and O5s/above who have at least 20 years of service. In addition to event-filled
destination Reunions with the opportunity to interact with your fellow Comrades in Arms, RAFINO
continues to “Support and Serve” through interaction with the FCA, active-duty, Reserve, and
National Guard Finance Corps soldiers to include working with Army Finance Corps leaders when
called upon to “give back” to the long grey and gold line that is a legacy cherished by all of us in
