2.4 WMP ENFORCEMENT

Legally, a project is only allowed to commence after approval of the EMP by the DOE (including
approved WMP by PERHILITAN). Based on Figures 2.1 and 2.3, the Terms of Agreement signed
(Agreed) by the proponent to implement WMP will allow PERHILITAN to monitor the mitigation
activities conducted by the proponents for compliance. PERHILITAN’s procedures for compliance
monitoring are summarised in Figure 2.4. Detailed compliance monitoring procedures are
available in the Guidance Document on Compliance Monitoring of WMP for EIA.
