LINK OF WILDLIFE STUDY AND
WMP IN EIA
2.1 INTRODUCTION
As indicated above, this Guidance shall be read
along with the Environmental Impact Assessment
Guideline in Malaysia (EIAGM) (DOE, 2016) and
Guidance Document for Preparation and Submission
of Environmental Management Plan (EMP) (DOE,
2010). The EIA procedures described by the EIAGM
shall be followed except at specific activities. The
jurisdictions for monitoring of the process and
approval shall be made by the Department of
Wildlife and National Parks (PERHILITAN) as allowed
under EQA, 1974 (Act 127) Delegation of Powers
Order (to PERHILITAN).
The general overview of EIA and EMP procedures in
Malaysia is shown in Figure 1.1. The activities
adopted by PERHILITAN as part of EIA and EMP
procedures in Malaysia are shown in Figure 2.1. Four
main focal activities fall under the jurisdiction of
PERHILITAN. The first activity is to review the TOR
for wildlife study after submission by the proponent
and the approval of the TOR for wildlife study
according to the Guidance Document of Wildlife
Study for EIA done at the TORAC Meeting. The
review of TOR for wildlife study at the TORAC
Meeting is only applicable for an EIA project that
falls under Schedule 2. However, close engagement
between proponent/consultant and PERHILITAN is
advised to pursue a mutual understanding and
agreement of TOR for the wildlife impact study if an
EIA project falls under Schedule 1. The next three
activities taken from the flow of the general EIA
procedure for monitoring and enhancing the
mitigation process are Wildlife Study for EIA,
Wildlife Management Plan (WMP), and
Enforcement of WMP (Figure 2.1). The process and
procedures adopted by PERHILITAN are described
in Section 2.2 for Wildlife Study in EIA, Section 2.3
for Wildlife Management Plan (WMP) Document,
and Section 2.4 for WMP Enforcement.
