2.2 WILDLIFE IMPACT STUDY IN EIA

A Wildlife Impact Study (WIS) is part of the EIA study except that PERHILITAN manages the entire
process of a Wildlife Impact Study. As indicated in Figure 2.1, TOR for an EIA project falls under
Schedule 2. It needs to be approved by the DOE, where part of TOR (Wildlife Study) needs to be
reviewed and vetted by an expert representative from PERHILITAN. After the DOE approves TOR,
the process of the Wildlife Study will be managed by PERHILITAN, following the steps and
procedures shown in Figure 2.2. The steps begin by applying for the Research Permit before the
Wildlife Impact Study can commence, followed by submitting the WIS report to PERHILITAN for
approval. Wildlife Impact Study Report will be reviewed by the Review Officer at PERHILITAN.

                                                                 Back to EIA Procedure

Figure 2.2: Steps and procedures adopted by PERHILITAN in managing
Wildlife Study process from TOR Approval until Wildlife Study Report approval.

If PERHILITAN approves the Wildlife Study Report, written approval notification shall be made
immediately to DOE to complement the whole EIA process for approval. Similarly, if PERHILITAN
does not approve the Wildlife Study Report, the proponent will be notified in writing and shall be
given an opportunity to amend the report according to suggestions made by Review Offices. If no
amendments are made during the prescribed timeframe, the report shall be considered to have
failed to meet the approval requirements of PERHILITAN. To follow the common practice adopted
by the DOE, an EIA that falls under Schedule 1 will be managed at the State Level, while an EIA that
falls under Schedule 2 will be managed at the Federal Level.

The detailed requirements on how the Wildlife Impact Study must be conducted and the report
must be prepared for submission to PERHILITAN are available in Guidance Document on Wildlife
            Impact Study for EIA.
