                                                                            Orientation Handbook and Research Guide

                                          Samuel Fontaine,  Ph.D., obtained his doctorate Ph.D. in Adult
                                          Learning Theories (ABD) from Virginia Polytechnic Institute; M.A. in
                                          Human Resource Development from Bowie State University; a B.S. in
                                          Criminal Justice from American University;  and a A.A. in Criminal
                                          Justice from American University.

                                          He has worked with the National Park service since 1992 and his
                                          experience includes Branch Chief of Organization Development (OD),
                                          Superintendent of the Capital Training Center, OD Training Manager,
                                          and Washington Office  Training Specialist. His teaching  experience
                                          includes  Introduction to Organization Development, Strategic
                                          Management,  Project Management, and  Technology Use in  HRD  all
               conducted at Bowie State University.




                                          Dr. Avon Garrett, Ph.D., has interests in the areas of higher education
                                          administration and Human Resource Development (HRD)--managing
                                          organizational change, and addressing the challenges that will confront
                                          organizations in the 21st century. His focus is on leadership and
                                          management, as it applies to leading/managing complex, dynamic,
                                          academic institutions. His goals are to effectively build and manage his
                                          own organization and to assist other organizations by serving as a
                                          member of their board.  He has been the President of AHG & Associates,
                                          LLC since 1999 where he continues to share his broad knowledge of the
                                          HRD field as a Management Consultant, HR Development/Performance
                                          Improvement,   Leadership/Executive  Training,  Succession  Planning,
               Strategic Planning, and Career Search.

               His bandwidth of experience has been shaped through his involvement with various governmental
               agencies and educational institutions as he stood in such positons such as Chief, Chief of Staff,
               Deputy Dean, Director, Trainer, and Associate and Adjunct Professor. He is currently the Dean of
               Business, Social Sciences, Wellness and Education at the Community College of Baltimore County.

               He obtained his Ph.D. in Human Resource Development from The Union Institute and University,
               Cincinnati, OH;  an  MS  in  Adult and  Continuing  Education  from The Johns  Hopkins  University,
               Baltimore, MD; a BA in Business Administration/Management and an AA in Business Administration
               from The University of Maryland (University College) European Division – United Kingdom.

               Some of his professional affiliations include: Association for Talent Development (ATD – formerly
               American Society for Training and  Development  (ASTD)),  American Management Association
               (AMA), Society for Human  Resource  Management  (SHRM),  University  of  Maryland Alumni
               Association, Johns Hopkins Alumni Association, and Union Institute Alumni Association.
