Dr. William A. Welch, Sr., received an Ed.D. Human Resource
Development from The George Washington University (Washington,
D.C. 1993); a M.A. from the University of the District of Columbia in
Administration and Supervision of Adult Education Programs
(Washington, D.C. 1971). Graduate of Leadership Washington, Charter
Class.
His professional background includes Assistant Professor, Department
Behavioral Sciences and Human Services, Bowie State University
September 2007 (Fall 2004 to Fall 2007 Contract Instructor full time;
Approximately 1983 to fall 2004, Adjunct Instructor); Executive
Director, Prince George's County (Md.) Human Relations commission,
April 1, 1974 to June 30, 2004; Adjunct Professor, Virginia Polytechnic Institute and State
University Doctoral, Level 1996; Adjunct Instructor, National Fire Academy Since early 1980's to
late 1990’s.
He been serving as an HRD Consultant Provided Training, Education and Development from 1968
to present. He has presented experiences to thousands, in various sections of the country. His primary
areas of concentration are leadership (particularly in multicultural settings), team building,
performance planning & development, and organizational Learning.
Dr. Welch is the Founder and Director of Leadership Prince George's 1986 to June 2004 – Presently
serving as Expert consultant. Has over 42 years’ experience in management which includes the
public and private sector.
He is a published in Scholarly Journals such as the International Journal of Group Tensions.
Among his writings is a chapter on Inter-Minority Group Conflict in Gitler's, Research In Human
Social Conflict, Volume 1, 1995, a book entitled, A Mini Course In Training Design, 1997, a second
edition in 2002. 3 edition scheduled for late Summer 2011.

Petrina A. Woods-Shatteen, Ph.D. has more than 22 years of
combined federal and private experience in program and project
management with a focus on acquisition and contract management. She
has specialized in software development process improvement
methodologies and designed network infrastructure for online
publishing and content management database systems. Prior to joining
Walden, Dr. Woods-Shatteen developed courses and taught graduate-
level courses at Bowie State University.
She received her Ph.D. in Applied Management and Decision Sciences
from Walden University; a M.S.A. in General Administration from
Central Michigan University; and a B.S. in Sociology from Bowie
