Monica Simpkins, MA a charismatic results-driven Human Resource
Development (HRD) professional. Currently serving as liaison and
recruitment specialists at SMHEC, her background extends from
strategic roles in the areas of Education, Business, and Non-Profit. Known
for her engaging and thoughtful leadership style, she has served as an
Adjunct Professor since 2003 for the Human Resource Development
Graduate Program at Bowie State University. Courses facilitated include
Fundamentals of Adult Learning, Career Development, Organizational
Development, and Principles of Management. She has conducted
numerous needs assessments and facilitated training for organizations
such as Prince George’s County and Anne Arundel County government.
Ms. Simpkins has served as a trainer for K-12 academic programs tailored
to improve parental and volunteer engagement. Likewise, while working
in the non-profit sector, she streamlined workforce training programs enabling organizations to
develop sustainable partnerships in order to serve more communities. Ms. Simpkins has a proven
track record of applying effective best practices and methodologies to design and manage workforce
grant programs.
Serving in leadership roles such as Training Manager, Human Resources Manager and Talent
Management/ Organizational Development Director enabled her to use innovative, cost effective
strategies while directing teams responsible for providing HR as well as community outreach related
services. In addition, Ms. Simpkins implemented training protocols for EEO education subsequently
improving audit ratings as well as revising company-wide policies. She was instrumental in
designing a leadership cohort training program including evaluation metrics used by business units
nationwide. Ms. Simpkins has served on a corporate training and development committee
accountable for launching a Management Associates Program geared towards establishing career
mentoring for high potentials. She has experience with executing various change management
processes advancing leadership’s use of coaching tools promoting organizational accountability and
performance. From a project management perspective, Ms. Simpkins has served as the HR lead for
global training and development projects in Canada, Europe, Puerto Rico, and U.S. Virgin Islands.
She completed certification training to administer assessments and courses for Personnel Decisions
International (PDI) Ninth House 360 Profiler©, Development Dimensions International (DDI),
Global Career Development, and Crucial Confrontations©. Ms. Simpkins attended Bowie State
University obtaining a Master of Arts in Human Resource Development and received a Bachelor of
Science in Mass Communication from Towson University. Her professional affiliations include
American Evaluation Association, American Society for Training and Development, Organizational
Development Network, and Society for Human Resources Management. In the spirit of paying it
forward, she is a volunteer for two local afterschool programs and is currently an Advisory Board
Member for Metro Warriors STEM Organization (MWSO).
