The Birth of Park 1
After Taipei Was Upgraded to a Municipal City, 1968-1980
Introduction of Neighborhood Parks Concept
Since the 1960s, when Taiwan entered the industrialization period, the government's
administrative goals had temporarily shifted to the development of economy. Therefore, urban
parks development and setting were neglected. Moreover, reserved parks sites were occupied or
changed purposes that made urban parks development more difficult to move forward. During
this period of time, development of parks in Taipei slowed down due to those reasons.
Rapid Urbanization Expedited the pressure of Urban Parks Development
When Taipei City was upgraded to a municipality in 1967, its population reached 1.5 million.
At that time, it was the center of political, military, cultural, and economic. The developing
coverage doubled before The Recovery. 80% of the population lived concentrated in the
old urban areas. However, a great demand for parks and green spaces in a city increased
dramatically along with the development of the city and the growth of the population. After
the 1960s, the rapid industrialization and urbanization deteriorated the living environment
quality in Taipei. With the raise of people's income and the change of living style, the
recreation need increased gradually. People then demanded more recreational solutions because
of the lack of urban parks.
Rapid Urbanization Expedited the Pressure On the Development of Urban
Parks
At that time, the government actively developed transportation construction and related public
works construction, including the Jianguo S./N. Road and Elevated Road, and Zhongshan
Expressway, and developed rapid interim roads. Taipei
City gradually developed into a city dominantly
solving traffic issues. However, in the 1970s, due to
the restrictions of the Danshui River, Banqiao, and
Sanchung, the development of Taipei City was to
the east, north and south bound. The construction
of Dunhua South Road and Ren'ai Road outlined
an important scenic axis of the city. Due to the
dominant form of the ceremonial space, they no
longer had the visual landscape nature and function
of a garden avenue. It was revealed that the country's
highest policy at that time was biased towards
the development of economic policies, lacking of Renai Road Ring Road Section as International
