The Birth of Park 1
Area was considered. In 1981, the first urban design control of lands replan in Taipei City
started. The building management method was aiming at the design of open space, improving
the urban living environment, breaking through the difficulties in acquiring lands, increasing
urbanized space, complementing the functions of public facilities, and turning on the open
space connection system of the city. The concept of open space system was therefore proposed
from the detailed Xinyi plan combined with the original park system and other public open
spaces to compensate for the lack of urban parks and green spaces.
In 1988, the Sun Yat-sen Historical Memorial
Hall, which was temporarily demolished due to
the underground railway project of Taipei City,
was rebuilt as a memorial hall and the Yixian Park
50 meters north of the original site, and reopened
to the public. Meanwhile, a large amount of
public works, urban parks (six-year medium-term
constructing projects), the construction of elevated
road projects and urban flood control projects
had been vigorously invested and built during
this period of time. This blocked the opportunity
for citizens to get close to waters. And the urban
spatial relationship on both sides of the road also
blocked the opportunity for citizens to the original
waterfront of the Liugongzun river. 1
The Predecessor of People Participating,
and Promotion of the Parks and Green
Spaces Adoption System
In the late 1980s, with the raising of voices
about citizens participating in park planning,
the city government began to promote corporate
organizations, communities and individuals to adopt
parks and green spaces. The publicity of urban parks 2
