The Birth of Park         1




                     The Establishment of the Local Authority of the "Park”in Taipei


                     After the "Taipei Outline Program" was proposed in 1968 after the restructuring of Taipei
                     City government, the population of Taipei City grew rapidly and the demand for recreational
                     area increased in the same time. In order to accelerate the development of parks, green spaces
                     and streetlights works, the administrative level of the park was upgraded in 1971. The formal
                     establishment of the "Taipei City Government Public Works Department Parks and Street
                     Lights Office" was responsible for the construction and maintenance of parks and green
                     spaces. This office enabled the parks establishments more systematic. From 1972 to 1980, 106
                     community neighborhood parks and children's playgrounds were completed. They located
                     mainly in Songshan, Zhongshan and Da'an districts. There are more than 20 neighborhood
                     parks in the Minsheng community, and the largest among those is the "Central Park" (now the
                     Minsheng Park) built in 1973.


                     Promotion of National Sports and Social Education in Park Activities


                     In 1953, instructed by the President Chiang  Kai-Shek, the National Tourism and Recreation
                     activities were listed as important national policy to advocate social psychological health of the
                     people, promote sports, strengthen social ethics, develop tourism industry and shape positive
                     momentum in the society through national recreational activities, and pay more attention to
                     the development of mental and physical of the youth. Considering the lack of a venue for
                     youth activities in Taipei city, the government decided to take back the land planned for golf
                     course parks in front of Sueiyuen Road. In 1975, it was built as a youth park with themes of
                     youth activities., it is about 23 hectares and about 9.8 hectares for Riverside Park. Before the
                     Daan Forest Park was opened, it was the largest park in downtown Taipei.
