            The Effect Brought by Limitation Time for Acquiring Reserved Lands for
            Public Facility


            Regarding the restrictions on the use of urban planning public facilities reservations and the
            time limit for obtaining them, the Urban Planning Law, which was promulgated on June 8,
            1939, did not specifically regulate.  In 1964, when the Legislative Yuan first amended the law, a
            chapter "public facilities reservations" was added. The Article 49, in order to protect the owners
            of the reservations, indicates time limit for the retention of public facilities reservations shall
            not exceed five years, but may be extended for up to five years. Beyond that, the retention of the
            reservation could be withdrawn. However, due to insufficient funds for acquiring reservation
            lands, local governments are still unable to fully obtain public facilities reservations.


            Until 1988, The Executive Yuan studied the Urban Planning Law and announced its
            implementation in the same year. The provisions on the time limit for obtaining reservations
            were deleted. From then on, the public facilities reservations in the Urban Planning Law
            were restored without a deadline. In 1987 and 1980, the "Multi-purpose Use Plan for Urban
            Planning Public Facilities Land“ and the "Urban Plan for Public Facilities Reservation
            Acquisition“ were issued to promote the re-planning of the city land and reward private
            organizations for setting up public facilities. Lands for public facilities use were acquired
            indirectly to reduce the financial burden on the government. The seeds of the parks and green
            spaces planning development were thus planted under the speedy urbanization since the 1970s
            because in this period policies about how to reduce government financial burden were actively
            figured out.



              After the martial law, 1991-2000
              Public Space Issues Swept Through




            Before entering the twentieth century, Taipei citizens’ self-awareness and civic movements
            had begun to awaken. The public space issues in Taipei City swept through, and the parks and
            large roads constructions encountered demonstrations from the residents. Many public works
            met challenges when executed. After 1991, the contents in parks became more diverse for the
            reasons such as relieving of martial law and social culture (such as the rise of environmental
            awareness and increased leisure demand), and had become cultural and educational leisure
            facilities that advocate the balanced development of society.
