Period of Park Reforming
Because of hosting "2010 Taipei International Flora Exposition" and“2016 Taipei World
Design Capital” for the first time in Taiwan, the innovative power of design thinking has
been slowly fermented in the municipal development. Even the planning of the urban green
environment has begun to change.
New Urban Reconstruction Movement of "Subtraction, Ecological, Green
Living and Creativity"
Along with "2010 Taipei International Flora Exposition", performed a series of projects -
“Taipei Beautiful”. It is the new urban re-engineering campaign and its core concept is to
promote "subtraction, ecological, green living and creativity". The long-standing public and
private idleness spaces and low utilization buildings in Taipei city affect the neighborhood
security, sanitation and scenery (from March to November 2009, a total of 880 idle
buildings were recorded, covering an area of 388,406 square meters, inspected by Taipei City
Government Department of Finance, Department of Urban Development and district offices).
Due to hosting the Flora Expo in 2010, Taipei City Government aimed to enhance the urban
scenery, improve the new urban and rural landscape, and effectively promote the public and
private land to cooperate with the government's major policies to demolish the idle building in
a short period of time. Thus, Taipei City Government enacted the policies that encourage the
greening of the idle space.
Facing the Challenges of Globalization Through Citizen Participation and
Cross-Field Cooperation
With the extreme climate, energy depletion and population surge, the 21st century is facing
a food crisis. The international community is committed to the development of a sustainable
eco-city with both food supply and climate adaptation capabilities. Countries have reintegrated
farming mechanisms into their lives. For example, London, Paris, Vancouver, San Francisco,
Seattle, New York, Boston, Tokyo, Seoul and other metropolitan areas have carried out various
urban farming and edible landscape policies. These actions helped to increase the green area
and reduce the urban heat island effect. In addition, we aimed to construct resilient cities that
mitigate environmental shocks, gradually increase food self-sufficiency and reduce carbon
footprint, and drive community residents' interest and attention to urban agriculture. In such
an atmosphere, Mayor Ko Wen-Je proposed to make Taipei a rural city that can farm and grow
vegetables. This vision was co-organized by Taipei city government Parks and Street Lights
Office, Department of Economic Development, and Department of Education, etc. This gave
birth to the policies of Taipei garden city.
