C. Area of Changes
There are three areas of changes involved during changes in the INTIM training delivery management
system. Those are:
i. Process Change: involved changes in the registration process for training participants from
manual registration to online registration using the upgraded DTIMS System.
ii. Cost Change: involved changes in the cost of the training material. Previously, INTIM provided
printed (hardcopy) programs tentative and sometimes printed slides to all participants. These
printed documents will incur the cost of ink and A4 size papers for printing but now after
changes were made to the approaches of teaching via an online channel (Google and Zoom
Meeting application), all teaching material is delivered via online scanning of QR Codes and
links (google drive link and WhatsApp document transfer). Thus, no cost was incurred for the
preparation of printed documents or teaching materials.
iii. Cultural Change: in INTIM, it involved changes from normal/standard physical and face to face
training interaction to online training and courses sessions, several programs have been organized
to familiarize the employees and courses participants with the new online learning approach such
as:
a. Organizes series of specific and specialize familiarization courses, CTE and webinars
related to how to use Zoom or other online training and teaching techniques.
b. Provide one to one consultancy or engagement sessions with employees and other
government agencies participants on INTIM online learning strategies and approaches.
D. Problems to Change Process
During the implementation of new online training operational approaches in INTIM, the only issue
faced by INTIM in maintaining its training operation during the pandemic in 2020 was related to the
readiness for INTIM employees and training participants to adapt to the online training system.
INTIM is one of the government agencies, thus, the use of Google and Zoom Meeting requires a
proper procurement of the system. Free subscription for both applications only offers limited
functions in which expanding for further extra function in both applications will be regarded as in-
application purchases for such function. To avoid interruption that relates to the limitation of benefits,
the top management of INTAN has decided to subscribe to the application using proper procurement.
E. Effectiveness of the Changes Strategies
Among INTIM lecturers, the changes have brought a new way of teaching approach for them to apply.
Before the pandemic, all training and courses are performed in classes with physical interaction. Now,
due to the COVID-19 pandemic, changes in training and courses operational approaches have given
additional two methods of training delivery as options i.e. online training and courses and hybrid
training and courses (the combination of online and physical or face to face interaction training
sessions). The use of digital training and courses material has improved the efficiency for such
information to be allocated among participants. No printed documents are required and the
operational cost for the printing of the training material has been reduced to almost 100% by using
QR Code and Google Drive link. Communication between training administer and courses
participants for the management of each training and course has improved positively with the effects
used of WhatsApp group that is temporarily established for a specific series of training or course.
Thus, the organizational changes in INTIM have promoted and encouraged the use of the digital and
online delivery system throughout the campus, making the process of training and courses delivery to
become smoother and easier either among INTIM services providers (lecturer and training or courses
