                   3.  The poor image perceived by some beneficiaries, as a result of poor
                      provider-patient interaction and at times the quality of care.

                   4.  HIO’s  organization  structure  has  failed  to  cope  with  its  complex
                      management task.

                   5.  HIO needs to develop both the human resources & the information
                      systems.

                                 HEALTH SECTOR REFORM STRATEGY

                      The  government  of  Egypt  articulated  as  its  long-term  goal  the

               achievement of universal coverage of basic health services for all of its
               citizens.
               Components of the Health sector reform strategy include:


                     Expanding the social health insurance coverage from 47% (2003) of
                      the population to universal coverage based on the “family” as the
                      basic unit. An affordable and cost effective package of basic health
                      services based on the priority health needs of the population will
                      be provided.

                     Strengthening  management  system  and  developing  a  regulatory
                      framework and institutional relationships to ensure quality of care

                      and to support the reform of the health sector.

                     Developing  the  domestic  pharmaceutical  industry  and  reducing
                      government  involvement  in  the  production  of  pharmaceuticals
                      while strengthening its role as a financier.

               Development of the Health Sector Reform Program (HSRP)


                     In the late 1990s, the MOH established the HSRP,

                     A 10- 15 year program with the overall goal of shifting the focus of
                      care  in  Egypt  from  heavy  reliance  on  vertical  programs  and
                      inpatient  care  to  a  more  integrated  and  less  costly  primary  care
                      model

                     It  is  focused  on  reorienting  the  system  to  an  integrated  primary
                      care  delivery  model,  with  a  social  insurance  mechanism  (Family
                      Health Fund) and a new regulatory role for the Ministry of Health

                      (MOH).
