2. The recommendations of the Librarians and Library Board Committee.
The process of Acquisition is being done based on the curricular offerings of the University. Emphasis
is laid on the needs of the number of students as well as faculty members. Weak areas in the
collection are given priority this is to ensure, if possible, a well-balanced collection vis-à-vis enrolment
per college.
The IFSU Library purchases materials both from local and foreign publishers and bookstores. With the
emergence of the new technologies, acquisition can now processed on-line and by e-mail but always
observed the government procurement law and procedures.
The library materials requested by a college /faculty are acquired by the library in the following
manner:
All request for the purchase of books and additional titles of library materials are made
according to the “requests form” that is available in the library; and
The Library materials for acquisition shall be charged against the budget allocated to the
library or from the specific Colleges/ Faculty requesting.
ACQUISITION METHODS
The following acquisition methods are used as appropriate:
Purchases (through book jobbers or direct from the publishers) by observing the procurement law,
accounting procedures and COA rules
Deposits accounts
Subscription (including licensing and delivery) that usually requires pre-payment
Standing Orders
Approval Plan
Donations, Gifts and Exchange (Print and Non-Print)
Cooperative Agreement
GIFTS AND EXCHANGE
Gifts/ donation to the library are encouraged but will be added to the collection only after the items
have been evaluated to determine if they meet the collection development requirements. Generally, the library
accepts only books and journals as gifts. Donors should contact the Librarian if they have materials they wish
to donate or with questions appropriateness of their gifts. The IFSU Library will acknowledge the number of
items donated but cannot legally provide an appraisal or estimate the value of donated materials. Gifts
materials not related to the VMGO of the library maybe donated to other interested libraries.
LINKAGES
Established linkages with other institutions and funding agencies to enhance library information
resources. The library must be in the mailing list of various agencies, foundations, etc. for exchange of
publications and other books. Consortia, library cooperative activities, and resource sharing with other
institutions should be practiced.
BUDGET GUIDELINES
The library attempts to maintain a balanced holding for books and non-book materials such as:
periodicals, non-print resources and other media formats. This balance shift as more materials become
available online in acceptable formats. The current ratio is approximately 70:30 with 70% for print resources
and 30% for electronic and non-print resources.
