Free Trade Agreements (FTA) Existing Effective
Agreements Effective Progress of Implementation
The agreement enforces the implementation of Product Specific Rules (PSR)
following Harmonized System 2017 (HS2017) customs tariff and embraces 3 types
of Certificate of Origin, namely
1) Certificate of Origin Form D
1. ASEAN Trade in Goods Since January 1996 2) Electronic Certificate of Origin (e-Form D)
Agreement (ATIGA)
3) Self-certification (Pilot Project 1 and 2)
At the present, the meeting committee has finished revising Operational Certification
Procedures: OCP (OCP) to support ASEAN-wide Implementation of Self-Certification
(AWSC.)
At the present, the Protocol amending the framework of ACFTA (Upgraded Protocol)
2. ASEAN-China Free Trade Since January 2005 has been signed and become effective from 1 August 2019 onwards. The new
Agreement (ACFTA) protocol incorporates textual improvement, greater flexibility on rules of origin and
adjustment on Product Specific Rules (PSR) from HS 2012 to HS 2017.
Currently, AJCEP enforces the implementation of Product Specific Rules (PSR)
3. ASEAN-Japan according to Harmonized System 2002 (HS2002) customs tariff. Recently, the
Comprehensive Economic Since June 2009 member states have agreed to adjust the PSR from HS2002 to HS2017 but the
Partnership Agreement enforcement method and effective date are still being discussed and further

meeting will be scheduled in 2020 to seek conclusion on the issues.
Product Specific Rules (PSR) can be found in Annex 3 on Rules of Origin, and
indicated in Appendix 2 of the agreement. Following the Cabinet Resolution which
agreed on PSR adjustment from customs tariff HS2012 to HS2017, the Customs
Department issued the Customs Department Notification No. 177/2562 dated 27
4. ASEAN-Korea Free Tree Since January 2010 August 2019 enforcing Product Specific Rules in HS2017 tariff code. Additionally,
Agreement (AKFTA) the Customs Department has issued the Ministry of Finance Notification on Duty
Exemption and Reduction of Customs Duty for ASEAN- Korea Free Trade Zone (2nd
Notification) dated 12 July 2019 to offer reciprocal rates for the Republic of Korea
and announced in the Royal Thai Government Gazette, in Announcements and
General Affairs Section, Book No. 136 Special Section 178 dated 12 July 2019.
5. ASEAN-INDIA Free Trade Since January 2010 Currently, ASEAN agree to slow down the negotiation on the FTA until RCEP
Agreement (AIFTA) negotiation is concluded. At the present, there is no meeting on this FTA.
6. ASEAN-Australia-New ASEAN Australia and New Zealand signed a protocol to amend the agreement
Zealand Free Trade Agreement Since March 2010 in August 2019; Amendments include, for instance, the change of Product Specific
(AANZFTA) Rules (PSR) from 2012 to 2017 edition.
