Free Trade Agreement in Negotiation Process
Agreements Progress of Implementation
In 2019, the Customs Department attended the working group on rules of
origin, which wrapped up the negotiation on different articles of the agreement
and arrived at a conclusion for the Product Specific Rules for the proposed
list. The establishment of RCEP is also one of the strategies in AEC Blueprint
1. Regional Comprehensive Economic Partnership to maintain centrality of ASEAN via cooperation between ASEAN and 6
(RCEP)
major trade partner nations: China, Japan, South Korea, India, Australia,
and New Zealand. For this reason, the agreement framework requires
comprehensive approach, both in depth and breadth, on rules of origin, to
support regional market access as much as possible.
The first meeting was held in November 2005 in Islamabad, Pakistan.
Most recently, Pakistan has hosted a meeting during 21-23 August 2017,
which concluded the negotiation on the article concerning Rules of

Product Specific Rules (PSR), both sides agreed on 772 out of 5,205
sub-categories and will meet again in December 2019 to further negotiate
PSR and OCP.
