May I talk to you? Can I have a minute of your time? Do you mind if I search you for drugs? Would you
mind showing me what’s in your hand? May I look in your purse/luggage? Simply walk up to someone in
a public place and start a conversation.
Can you force them to identify themselves?
Can you make them speak to you?
What if the caller was anonymous? Does that change things?
If you don’t see the subject on arrival, how long do you spend looking for him?
Would you inspect vehicles for damage? Was the subject burglarizing vehicles?
Would you ask people if they saw the subject?
Would you go inside to look for him?
