                   2.5.3  Quantity Surveyor

                          A  quantity  surveyor  is  a  person  who  practices  the  profession  of  quantity
                          surveying  and  building  economics  and  is  registered  under  the  Registration  of
                          Surveyors  Act  1967.  QS  prepares  bills  of  quantities,  tender  and  contract

                          documents,  normally  calls  and  process  tenders,  evaluates  interim/progress
                          payments and prepares final accounts of the projects.


                          Other QS role as per the following :
                               To  advise  the  client  on  the  cost  of  a  project  based  on  the  preliminary

                                proposal.
                               To advise the developer on the appropriate design to go for which benefit

                                the allocated budget and finacial status of the developer.
                               To estimate the financial projection of a project (pre and post construction).

                               To carry out survey works at site during inception stage.
                               To provide the list of materials according to the project proposal.

                               To ensure all relevant drawings and documents are endorsed.
                               To evaluate the work done for interim payment.
                                To prepare the certificate of progress payment.

                                To ensure that the contractor has a proper insurance policy for advanced
                                payment.

                               To control the project cost as to avoid over shoot.

                   2.5.4   Engineer

                          An engineer is a person who practices the profession of either civil and structural
                          engineering or mechanical and electrical engineering and is registered under the

                          Registration of Engineers Act 1967.
                                 Engineer usually designs and submits plans for approval by the approving
                          authorities  of  his  specific  area  of  specialization  and  supervises  the

                          execution/installation and completion of the works under his care.
