Welfare of the States
Section One. Extends the acts, records and judicial
proceedings of one state to be recognized by all.
Section Two. Extends the rights of citizens to all states,
provides for extradition between the states, including
evasion from justice or escape from sentencing.
It should be noted that this section was amended.
Section Three. Provides for the admission of new states by
Congress, but not formed within an existing state or by
joining two states without consent. Provides that only
Congress has authorities over all non-state territories.
Section Four. Provides that each state shall be and are part
of a Republican government.
Article Five
Constitutional Amendments
This article provides for the method of amending the
Constitution, as previously noted in this work. It further provides
that no states shall be disenfranchised.
Article Six
Debts of the States
This article provides that all debts of the states, up to and
including date of ratification, are assumed by the federal
government. It also provides that all laws and treaties of the United
States extend to the states. It also provides for an oath of office for
all federal and state officials, including support of the Constitution
and prohibits any religious test.
