of our Country, regulate international trade, immigration
and naturalization, establish a monetary system, postal
system, international laws and punishments against our
Country, declare war and rules of war, establish a military
and duties of war and suppress insurrections and invasions,
reserves militias to the states, establishes the nation’s
capital, and make any laws necessary to execute these
authorities.
Section Nine. Defines that the states may admit persons
without prohibition until 1808, and be taxed for each
person. Provides that habeas corpus shall not be
suspended, except under cases of rebellion or other public
safety. It prohibits Congress from passing a legislative act
specific to a person or persons or imposes punishment
without trial [historically common in England and the
colonies]. Prohibits unfair – or biased – taxation without
uniform apportionment based on the census and taxation of
products to the states or preference of trade among the
states. Prohibits noble titles and acceptance of foreign gifts
without Congressional approval.
Section Ten. Prohibits the states from exercising those
authorities reserved to the federal government, or also
prohibiting the federal government, as detailed in Sections
eight and nine.
