Section Four. Defines the election process empowered to
the states for Senators and Representatives, and the
assembly requirement of the Congress.
It should be noted that this section was amended.
Section Five. Defines that both bodies separately determine
their election process, quorum and attendance
requirements, setting of rules and reprimands, meeting
records and publication. This section also provides that
both bodies must meet concurrently and cannot adjourn
unless mutually consented.
Section Six. Defines remuneration for those elected to the
bodies, and immunity from lesser crimes while in session or
traveling to or from attendance. This section also provided
that no senator or representative may hold a federal civil
position, nor can person holding a federal civil position hold
office of either body.
Section Seven. Provides that all revenue legislation
originates with the Representatives, and the Senate may
propose or concur with amendments. It further provides
that bills passed by both bodies are then presented to the
president for either approval or veto; and if vetoed, the
process for Congress to overturn any veto by a vote of two-
thirds in each respective body. A bill not signed by the
president after ten days becomes law.
Section Eight. Defines the powers of Congress in taxing and
revenue (must be uniform – without bias – throughout the
