1.0  INTRODUCTION

               This  document  represents  the  Operational  Framework  for  the  Osprey  Powerboat
               Rescue Team (The Osprey Team).  This Framework covers those areas necessary to
               ensure that The Team is compliant with current relevant legislation for the activities it
               undertakes both in the United Kingdom (UK) and abroad.  Other laws may exist in
               different countries however as the UK has some of the most stringent safety laws the
               Framework should cover all but special instructions in any country visited.

               As  a  limited  company  the  Osprey  Team  have  obligations  under  law  that  must  be
               addressed,  therefore  the  introduction  of  this  document  into  the  company's  modus
               operandi covers more than the minimum requirement for compliance.




               2.0  MANAGEMENT STRUCTURE


               The management structure of the Osprey Team is not a hierarchical one but more a
               cooperative of equals.  This structure requires modifying to take into account the areas
               described  within  this  document.    Each  area  must  be  "managed"  by  a  competent
               Suitably Qualified Person (SQEP) with support from within the team as necessary.

               There  are  certain  areas  within  the  framework  that  require  individual  authority
               delegation from the "Management Board" in order to accomplish their responsibilities
               and therefore must be issued with a letter of "Delegation of Authority" to have that
               authority.  A  template  to  this  end  is  contained  in  the  personnel  files  and  shall  be
               modified and issued as appropriate.






               3.0  TECHNICAL AUTHORITY

               At this time there is no recognised individual Technical Authority. The Osprey Team
               contains  several  differing  Technical  Specialists  who  work  together  to  ensure  that
               technical matters are covered.  An overall Technical Authority must be developed in
               order  to  create  the  library  of  products  and  services  that  require  oversight  by  this
               authority.

               Within this authority there will be sub responsibilities such as maintenance, inspection,
               and design and product acceptance.
