                                       ADMINISTRATIVE REGULATION NO. 99 -2

                                       A REGULATION GOVERNING JOB AUDITS
                                             AND SUPERSEDING AR·90-10


                      Section_I.  Purpose

                      This regulation is established pursuant to Section 21-2-4 of the PersoMel Rules.  The purpose of
                      this Administrative Regulation is to provide Department Heads with the opportunity to have their
                      employees' current job duties evaluated to determine if they are perfonning at a level
                      substantially different than their present classification.  The City recognizes that over time
                      employees may assume different responsibilities and duties which may move them to a different
                     job level or job title within the classification system.  This administrative procedure establishes a
                      process to assess reclassification of job duties.
                      Section 2.  Procedural Steps

                      The Department and the Personnel Division are responsible for evaluating jobs within the City's
                      classification system.  The Department Head and an authorized representative of the Personnel
                     Division will analyze and evaluate the job duties of an employee or group of employees to
                     dete!Tnine if the position is being performed at a substantially different level than currently
                     classified.  The analysis may include, but is not limited to, completion ofa detailed
                      questionnaire, on-site observation of the work being perfonned, and an interview with the
                      incumbent(s) of the position.  The job title and rate of pay may change as a result of a job audit.

                     Upon completion of the audit, the Department Head and the Personnel representative will submit
                     their joint recommendation to the City Manager.

                     S.ectian..3.  Role of the City Manager
                     After reviewing the joint recommendation of the Department Head and the Personnel
                     representative, the City Manager may approve, disapprove or modify the reclassification
                     recommendation.  If the City Manager disapproves the reclassification, a Department Head may
                     not request a job audit for that position for one calendar year.

                     Section..4.  Pay Upon Recliissification

                     Section 21-3-7 of the Personnel Rules establishes procedures for establishing pay and
                     performance revie 11  dates  for individuals who are reclassified.
