AN ADMINISTRATIVE REGULATION
BANNING THE USE OF TOBACCO PRODUCTS INCLUDING ELECTRONIC SMOKING DEVICES INSIDE CITY-
OWNED BUILDINGS AND VEHICLES AND SUPERSEDING AR-94-4
Purpose: A tobacco-free environment helps create a safe and healthy workplace. Smoking and
secondhand smoke are known to cause serious lung diseases, heart disease and cancer. The City of
Farmington recognizes the hazards caused by tobacco use and exposure to secondhand tobacco smoke.
Our policy to provide a tobacco-free environment for all employees and visitors was established to keep
a safe and healthy workplace environment. This policy covers the smoking of any tobacco product and e-
cigarettes, and It applies to both employees and non-employee visitors of the City of Farmington.
Polley: No use of tobacco products including cigarettes ore-cigarettes (electronic smoking devices) is
permitted within the faclllties, equipment or vehicles at any time. Employees may smoke outside on
their breaks. No additional breaks beyond those allowed under the City's break policy may be taken for
the purpose of using tobacco or similar products.
For the purpose of this policy electronic smoking devices are defined as any electronic product that can
be used to simulate smoking in the delivery of nicotine or other substances to the person inhaling from
the device, including but not limited to an electronic cigarette, electronic cigar, electronic cigarillo,
vaping device or electric pipe, and any cartridge or other component of the device or related product.
The City of Farmington will help employees who want to quit smoking by assisting them in accessing
recommended smoking cessation programs and materials. Contact Human Resources or visit

Any violations of this policy will be subject to disciplinary action.
