Microcomputer controllers shall allow the system operator to control and operate the entire system, including all cameras,
monitors and printers.
LCD Flat panel color monitors shall be utilized in the monitoring locations. All monitors will be high definition 24” and view any
camera view, from any monitor. Recording of all cameras on-site is required; all recorded video shall be available for review and
saving to DVD 24/7. The storage of the NVRs shall be RAID 6 and networked. The storage period shall not be less than a 90-day
period. Additional storage drives shall extend the storage time indefinitely, as directed by the owner. Each workstation shall
consist of (2) field monitors and (1) review monitor, total (3) monitors per monitoring workstation.
Remote monitors shall be based on camera counts, desk configuration and available space allocation in any desk that require
viewing functionality.
A complete system shall provide surveillance, monitoring, recording and playback of all designated areas of the building. Cameras
are provided in public and non-public areas as defined.
The cameras shall be located as needed to provide coverage of the areas of interest. Cameras shall be equipped with intrusion
detection and associated with monitored and controlled openings. Cameras shall upon activation of the intrusion device notify the
monitoring locations with audible and visual alarms.
All cameras record 24 hours 7 days a week (at 2fps) allowing any activity, in the Field of View (FOV), to be viewable and reviewed.
Fixed cameras will record for a specified amount of time prior to activation by an event. Once activated the record rate will ramp-
up to the selected frames rates per second (15fps) for a selected amount of time during an event and after the event is over. After
the time expires after an event, the system will go inactive until the next event occurs.
9.4.1 IP – VIDEO SURVEILLANCE RECORDING SYSTEMS
• Network Video Recorders (NVR) are controlled by the security workstations.
• NVRs will record, archive and then instantly retrieve images from all cameras in video system. NVRs will record all
cameras to its Network Storage drive for regular playback reviews and to its drive to create DVD’s for archives. All
recorded video shall be “Watermarked” from the camera. Systems that only “watermark” upon saving shall not be
permitted.
• Video printers shall produce a hard copy of color still prints from either live or recorded video signals.
IP – Video Surveillance Cameras shall monitor the following areas:
• Reception/security desks
• Elevators and lobbies
• Entrance Foyers, lobbies
• Exterior Perimeter of building
• Service and Delivery entrances
• Corridors/hallways
• Special Areas (amenities, children’s play rooms, pools etc.)
• Vehicle entrances (if any)
• Loading dock
• Access controlled openings
• And other location as determined
9.4.2 INTRUSION DETECTION
• IP – Video Surveillance The digital intrusion detector shall detect changes in the video images generated by the cameras
connected. The system shall identify alarm conditions by comparing each incoming frame to a reference frame held in
memory.
