C.1.1.1 Responsibilities and Accountabilities
The organization structure reflects the overall responsibility of KT1 & KT2 WTP line
management for the implementation of the Occupational Safety & Health
Management System within their respective area of authority. The responsibilities to
OSH and its stakeholders are as specified in the Company OSH MS manual. The
responsibilities are as summarized below:
Section Head
The Section Head is responsible for the overall organization, management, direction
and control of all water treatment plant production planning and quality control and
maintenance of all water treatment plants. Key accountability is to ensure water
treatment facilities and treated water complies with all applicable codes, laws,
guidelines and standards. His key responsibilities and duties are:
• Provide operation input to develop programs in water treatment evaluation
and plant optimization, pilot plant studies, source water monitoring and
response;
• Plan and assign work to subordinates, supervisors and participates in the
work laboratory analysis and preventive maintenance and repair of plant
equipment and facilities;
• Ensuring optimization of power and chemical usage by optimizing operational
processes and preventive maintenance procedures;
• Liaise with distribution unit to optimize treated waters sources;
• Collaborate with the M&E Unit to develop plant maintenance performance
guidelines;
• Supervise plant operations to ensure data and sufficient operation,
compliance with regulatory requirements, company procedures and policies
and company goals;
• Assist in the development and implementation of emergency response plan
for all critical functions in the treatment plants. This includes the effective
management of key assets and liaison with appropriate external bodies;
• Responsible to ensure strict compliance to health and safety procedures at
the water treatment plant;
• Perform routine inspection and take corrective action, to ensure plant
equipment, facilities and overall condition are being operated in a safe and
cost-effective manner;
• Co-ordinate activities between other Operation Division, water treatment unit
and other Operations Department and provides input and help determine
plant-operating schedules;
