Part C: Information Relating to the Safety Management System Date Aug 2019
The roles and responsibilities of the ERT personnel are detailed as follows:
Incident Controller
• Directs and coordinates the emergency response that need to be taken on
site;
• Assess the situation and the development of the incident;
• Appoints ERT team members;
• To make decisions for the evacuation and management of personnel on
site;
• Liaise with external parties, BOMBA, Police, Ambulance and Hospital;
• Hand over duties to the authorities and advice the external parties upon
arrival at the scene;
• Decision for termination of emergency response once incident is under
controlled;
• Ensure the cleanup and decontamination activities are carried out to keep
the workplace safe;
• Initiate and lead the incident investigation.
On-Scene Emergency Commander
• Ensure safety of the personnel on site;
• Ensure all personnel, quarters residents and visitors presence at the
designated assembly area;
• Direct ERT for search and rescue operation;
• Ensure that the injured person is treated and sent to a nearby hospital or
medical services as soon as possible;
• Direct ERT to isolate and barricade the affected area;
• Establishes communication with Incident Controller and update
emergency situation.
Emergency Response Team (ERT)
• In charge of emergency response activities on site;
• Involve in search and rescue activities;
• Execute the emergency response procedure;
• Record key event into a log book and the Emergency Checklist;
• Assist BOMBA and Police as directed;
• Involve in decontamination and housekeeping activities.
First-Aider
• Give first aid treatment to the victim before being sent to a nearby hospital
or clinic; and
• To escort victim to hospital or clinic.
