C.2.0 ARRANGEMENT FOR SAFE DESIGN AND SAFE OPERATION
The arrangement made to ensure that the means provided for the safe
operation of the industrial activity are properly designed, constructed, tested,
operated, inspected and maintained
This section describes the whole range of management systems or arrangements
focusing on technical, human and organizational aspects within the organization.
C.2.1 Design, Construction and Commissioning
An aspect related to design, construction and commissioning of the facilities
including the codes and standards adopted and technology applied for the
process
KT1 & KT2 WTP is situated about two (2) km from Segamat town. The plant is
designed to treat 45 MLD (KT1: 13.1 MLD, KT2: 31.6 MLD) of treated water for
supply to industrial and residential areas particularly within Segamat.
Appointed Contractor who has experience in designing and constructing water
treatment plants was awarded the contract to design, construct and commission the
Chlorination system. Design was carried out by qualified engineers in their
respective field of expertise and draw on experiences of similar design and operating
plant around the area. Quality systems were in placed to ensure that the design,
construction and commissioning adheres to agreed standards.
Design Standards
The Chlorine gas piping conforms to the Chlorine Institute requirements for Class I
and Class IV (gas or liquid, pressure: vacuum to 150 psig), temperature: -29°C to
149°C. The chlorinators, vacuum regulator/automatic changeover unit and leak
detectors are ensured to be supplied by reputable suppliers from Australia as their
equipment are designed and manufactured in conformance to Chlorine Institute
guidelines. Other components of the chlorination systems are designed according to
the Chlorine Institute guidelines for equipment used for handling Chlorine and ASME
standards.
Construction
Equipment such as instrument control systems, valves and fittings were sourced
from approved reputable manufacturers. Piping is welded or joined by certified
welders and pipe fitters. Quality of the fabricated piping is checked with the
