appropriate “Non-Destructive Testing” method. The chlorine piping is leak tested
after fabrication up to 150 psi using dry air.
C.2.2 Safe system of work
Safe Systems of work such as permit-to-work (PTW), energy isolation, control
of ignition sources and other safety procedures that are put in place to prevent
major accidents
C.2.2.1 Permit to Work (PTW)
Permit to Work Management Procedure (SAJ-HSE-P-27) has been developed and
implemented at all RSAJ premises. The system is used to ensure a safe handover of
equipment to persons that may not be familiar with the hazards and conditions of the
equipment and work area. These persons may carry out the work specified in the
permit and must follow the precautions stated in the permit, including the use of
appropriate tools and personal protective equipment.
For work involving cleaning reservoirs, RSAJ has in place the Permit for Entry into
Confined Space procedure (SAJ-HSE-P10). This procedure requires a hazard
identification process to be carried out, checking of the confined space atmosphere,
briefing of personnel, identification and preparation of the necessary safety
equipment and personal protective equipment.
C.2.2.2 Safe way to transport hazardous substances
The chlorine is supplied in a cylinder to KT1 WTP and drum to KT2 WTP with the
capacity of 68 kg and 930 kg of liquid chlorine respectively. The drum sides are
crimped inward at each end to form chimes which provide a substantial grip for lifting
beams. The drum valves are protected by a removable valve protective housing. The
truck used to transport the chlorine drum has installed a suitable hold-down device to
prevent the cylinder drum from shifting during transportation. Placard is displayed on
the truck during transportation as required by regulations.
Sodium Silicofluoride is in powder form and delivered to the plant in a 25 kg sack
bag. The bags of sodium silicofluoride are arranged on pallets in stacks and wrapped
with plastic wrapper during transportation.
