quantity allowed by Law and record is made of the quantities of hazardous
substances used on site for monitoring of the chemical storage inventory.
As a prudent measure, the Company will manage the inventory to a safe level as to
limit the hazardous quantity onsite.
D 3.1.3 Design & Construction
The facility/plant is designed based on design standards and codes that meet the
local regulatory and technical requirements. The plant design is based on the
technical data which ensures a safe plant and facility that has suitable structural and
mechanical integrity and the capability to manage potential emergency risk arises
from the major accident events.
D 3.1.4 Hazardous Area Classification
The layout of storage facility/plant was designed in compliance with purpose and
function of the facility including type of hazardous materials to be stored and to
provide adequate / sufficient provision for emergency response activities. A formal
hazardous area classification of the plant / facility is considered by the professional
engineer and architect during the design of the facility.
D.3.2 Engineering Measures
The plant / facility has incorporated the engineering measures (i.e. hard barrier) to
mitigate and reduce the emergency risks of major accident events, such as toxic gas
release. The measures put in place incudes to prevent, control or mitigate the
impacts of major accidents via the establishment of hard barriers.
D 3.2.1 Structure Integrity
The plant / facility has been designed and constructed based on the professional
engineering codes and standards by qualified professional engineer and architect.
The foundation and ground of the facility is stable and suitably hard taking into
consideration potential risk of Chlorine cylinder or drum handling and storage. The
monorail crane is established as ease of drum movement, and the crane is subject to
calendar-based inspection and certification.
