Control of Industrial Major Accident Hazards (CIMAH) Report Page 19
Ranhill SAJ Sdn. Bhd. Revision 01
Part D: Information on the Potential Major Accident Date Aug 2019

               D 3.2.2 Process Containment

As Chlorine is stored in drum which has been subject to calendar-based yearly
qualification inspection and testing, the drum is deemed as fit for storing Chlorine.
The Chlorine drums that are attached to the process on-duty or on standby are
equipped with automatic isolation valves to shut off the source in the event of
chlorine leak. Besides the integrity of the chlorine drum as primary containment, the
kerb for the chlorine drum storage provides the secondary containment to hold the
leaked gas as to minimise further dispersion.

               D 3.2.3 Ignition Control

Open flames or other sources of ignition are not permitted within the chemical
storage area as well as smoking. Chlorine cylinder or drum stored away from any
other combustible material and potential source of ignition. Chlorine is a known as a
               gas that could enhance fire.

Lightning protection installed with complete earthing system covering the whole plant
               / facility.

               D 3.2.4 Protection System

The plant / facility is serviced by emergency lights, emergency exits, fire
extinguishers and fire door constructed as per BOMBA requirements. This is
reflected in the plant fire certificate which is subject to Malaysia Fire & Rescue
Department (JPBM) yearly inspection and audit.

The firefighting system is reflected in the plant/facility emergency layout plan and
               posted at the plant.

               D 3.2.5 Detection System

Gas Detector System is installed in the Chlorine Room to detect the presence of
leakage of Chlorine gas inside the room. Once detected, the alarm will be triggered
to alert the personnel on-site. The chlorine gas detector is positioned and mapped
accordingly to ensure sufficient detection coverage within the chlorine storage area.

               D 3.2.6 Shutdown System

Automatic shutdown system or automatic isolation valves has been installed into the
Chlorine dosing process system. The isolation valve attached to the drum connection
will reduce the chances of chlorine leaks.
